    No . . . you cannot grief a block someone else has placed, no matter where on the map you are.

    You can mine anything randomly generated, such as ores or the stone, but not things that anyone else has placed.

    How can you tell the difference between things that are placed and randomly generated things??

    Normally blocks such as Iron Blocks and whatnot are placed. I've never seen an Iron block randomly generated. Ores are normally ok. Check with an admin :) We'd be happy to tell you.

    Player is obviously a noob - unban him and give him a warning instead.

    As for telling the difference... Well, that's something you'll have to learn. It's pretty easy to tell the difference between something that wasn't made by a person and something that was.

    http://www.minecraftwiki.net/wiki/Blocks lists the randomly generated blocks and non-randomly generated blocks, make sure you don't destroy any of the latter and don't destroy any clear houses etc.. I'm unbanning you, but taking the items you griefed and keeping a close eye on you. Have fun :)
